Empanelment: Better Than a Business

Why empanel? Because it is a booming business opportunity.

Just make an arbitrary decision – create a pool to bleed instead of bloodsucking one.

Ask for eager and desperate architects to empanel themselves in order to do some future project. Ask them to spend on tender fees/ processing fees, add (often very high) Earnest Money Deposit, and keep it for as long as you wish, say between 2 and 5 years. If you are a Municipal Corporation or Council known for not working, there is all the more reason for you to do this. You won’t even have to come out with any consultancy opportunities, thereby needing you to work/ commit yourselves to working/ by any chance paying any of the empanelled candidates.

Street Design, Moat Design, Conservation of Heritage, Beautification, Development of a tourist spot, Redesign, Refurbishment, Redevelopment… Use any or all of the above to lay the trap. Or, set up a simple honey pot using ‘Less than X’, ‘More than X but less than Y’, and ‘More than Y’ amounts, and you won’t even have to use your brain about what manner of works you are asking your designers to design.

Ask them to send technical and financial proposal, and specify all manner of requirements, writing indemnity, penalty clauses, ask for insurance, high prequalifications, and sometimes even set the stage for qualifying only those who you want to.

And if you are lucky to have a staff member that opens both the proposals together, simple: Just retender.

Worry not about the loss of sleep you are inflicting, sweat not the fact that you are asking someone to give you their money before they even work for you, forget them getting paid by you. Loss of honour/ face are not any more values worth bothering with.

Because your motto should always and ever be: Trust not.
